E2 Data collection methods

What is (are) the method(s) of collecting the data (eg self-completion, telephone interviewing, face to face interviewing, etc)? Why was it (were they) chosen? (E2)
Note. If more than one method will be used, the agency should indicate the extent to which it expects each method to be used, eg 5% of responses by fax and the remaining responses by phone.

Data will be collected from selected management units via direct questionnaires. A small sample of units will receive an extended form including Input-Output questions. A Notes-based DACC has been developed within the Brisbane office.

E3 Respondent choices

If only one method is stated in "Data collection methods", above, what consideration has been given to offering respondents a choice in how they provide their answers (eg phone, fax, mail)? (E3)

The large majority of forms are completed via mailout / mailback. In the 95-96 survey, data for some returns was obtained directly over the phone (approx 2% to 3%) or from balance sheets & profit & loss statements (7% to 8%) sent in by the provider.

Pilot testing of forms is currently being conducted in Sydney and Brisbane and surrounding areas to ensure data availability and comprehension of questions. Results will be incorporated in the final form design.

E6 Training of staff

What training of staff involved in data collection has taken place or is planned? (E6)
Note. Should include: interviewers; staff involved in follow-up activities; and staff involved in answering queries from respondents.

Staff have been / will be trained in the use of Lotus Notes specifically relating to the use of Notes based DACC systems. Training will also be provided in the use of SPEED and IPS as well as SAS Assist training which has been provided for relevant staff. Other training such as working effectively in teams, telephone techniques and conflict resolution will also be offered.
