B. User Requirements, Survey Objectives, and Budget
B1 Purpose of survey
Why do you need to conduct a survey? (B1)
Note. Refers to the underlying information requirements that the survey is intended to address. For example, what problems the agency is trying to solve? What decisions need to be made? What specific policies or actions are being determined or assessed? Should detail who requires the information. Survey objectives should be included in "B2" below.
The main objectives of the Agricultural Coverage Survey are to obtain structural and commodity information about units on the Australian Business Register (ABR) that can not be matched to units currently on Inteframe with Estimated Value of Agriculture Operations (EVAO) greater than or equal to $5000.The survey will provide valuable information about the type and nature (e.g. size, business and farm structure etc.) of these units and estimates from both the Agricultural Coverage Survey and the Agricultural Survey will be combined to produce bridged estimates for the principle agricultural commodities at the National and State levels.
The data collected will be used for two main purposes:

- by the ABS for planning the transition from the ABS Inteframe register based agricultural collections to ABR based collections; and
- by Commonwealth Government departments and authorities (eg Department of Agriculture, Fisheries and Forestry Australia, Australian Bureau of Agricultural and Resource Economics, Bureau of Rural Sciences), State departments of agriculture, industry associations, in formulation of policies on industry assistance, planning of rural extension services and development of marketing strategies.
How will the survey outputs meet the needs specified in B1? (B2)
Note. Should include a brief overview of the main topics the survey will cover. If applicable, provides details of any constraints including: fixed costs, fixed sample size, fixed accuracy (eg target RSEs, Confidence Intervals), etc.
The Agricultural Coverage Survey 2002 will collect area and production data for a wide range of agricultural commodities. This commodity data is used to help produce data on the Value of Agricultural Commodities Produced (VACP). Estimates are also produced about the number of farmers or farm businesses producing different commodities.

Note. Should include: testing, the date questionnaires are printed or finalised, the date data collection commences, the date data collection finishes, and when results will be available. SCH approval for the survey is to be obtained before data collection commences.
