|As mentioned in section A7, the Australian Bureau of Statistics is operating in a very tight budget environment where departments and agencies across the APS are being asked to find additional efficiencies from 2008/09. As a consequence, between June 2008 and January 2009 the ABS will be combining the annual Agricultural Commodities Survey with a Resource Management Survey covering the 2007-08 financial year. |
The Resource Management Survey has been funded through DAFF (a NRM joint team including Rural Policy & Innovation (RPI)) to provide a benchmark on those land management practices which have been directly linked to desired natural resource condition outcomes (as defined by Matters for Target and associated indicators), for determining investment priorities and evaluation of Natural Resource Management (NRM) programs.
The main users of the agricultural commodity data are the ABS's National Accounts Branch as well as DAFF and ABARE.
The Agricultural Resource Management Survey will combine the annual Agricultural Commodities Survey with a Resource Management Survey.
The Resource Management component has 3 main objectives
- establish a benchmark to assist with policy administration;
- evaluate the effectiveness of NRM programmes;
- analyse and report on the results of the survey
The main objective of the Agricultural component is to provide data for National Accounts.

Component one - Business details, Comments and time taken
Part A - Business details
This part of the form deals with the business structure and operations. The aim of this section is to provide specific information for sample and frame maintenance purposes. Depending on how these questions are answered will depend on how the business appears on the frame and what contribution it makes to the estimates.
Part O - Comments and time taken
Component two - Agricultural commodities
This component of the form concentrates on the key agricultural commodities which are required for National Accounts. This component consists of a numbers of parts including:
Part B - Cropping and horticulture;
Part C - Production for hay and silage; and
Part J - Ownership and agistment of livestock;
Component three - Resource management
This component of the form is completely user funded by the DAFF. The aim of the questions in this component is to gather information around resource management issues to:
- provide benchmark information on usage of practices for intermediate outcome reporting on Matters for Target and for comparison over time
- identify regions and industries where investment in improving capacity to adopt the desired practices will give the most favourable natural resource outcomes
- provide information on practices used by farmers to adjust to adverse seasonal conditions to inform policy on program development for assisting farmers to manage for adverse seasonal conditions
This component consists of a number of parts including:
Part D - Land preparation for crops and pastures;
Part E - Soil condition;
Part F - Fertiliser use;
Part G - Water use;
Part H - Surface water management;
Part I - Effluent management;
Part K - Ground cover management;
Part L - Protecting the natural environment for conservation purposes
Part M - Farm management; and
Part N - Seasonal conditions
Fixed Sample Size:
The 2007-08 Agricultural Resource Management Survey will have a sample size of 30,000, this is a sampling fraction of around 17% of the total population.
RSE constraints on the design variables will be in the order of:
- 3% for Australian level constraints.
- 7% for state level constraints.
- 15% for NRM constraints
