B. User Requirements, Survey Objectives, and Budget
Why do you need to conduct a survey? (B1)
The Quality Management Operational Plan is a statement of what Business Registration Services (now Registry Division) plans to achieve over the 2000-2001 period.
The results of this survey will also be used by the RD board in their planning activities.
This survey is designed to measure the quality of the data on the ABR as a whole. Some analysis of the pilot survey data was done by segmentation. Future surveys may be done by segmentation if analysis of current and future data indicates that there is inconsistent quality across segment types.
As our workload and interactions with entities on the ABR is seasonal it is important that we obtain a measure of the quality of the data on the ABR at various intervals throughout the year.
We are also interested in ensuring the quality of the data is continually improving and not remaining static or declining.
Events such as the return of Business Activity Statements and tax returns at particular points during the year introduce an element of seasonality to data held on the ABR. Recent changes that allow many clients who have an ABN to now lodge annual activity statements, instead of quarterly, mean that their data may only be updated annually, which is a factor in seasonal influences.
The aim of the survey is to measure the level of currency and accuracy of data fields within the ABR, as identified by the client.
To effectively deliver our operational plans it is imperative that we have an accurate and timely measure of our data quality, specifically the accuracy, completeness, authenticity, validity eligibility and currency of the information held on the ABR.

How will the survey outputs meet the needs specified in B1? (B2)
The survey will assess accuracy levels of Business Entity information; Contact details; Company Public Officer/Trustee details; and Business Activity details.
For this cycle of the survey, a sample size of 1000 has been set, in order to measure the overall quality and currency of the data on the ABR. This will assist us in identifying which attributes require possible analysis and repair to be undertaken, in separate processes. It will also assist the Quality Management Division in assessing the risks associated with our clients using specific areas of data on the ABR.
This survey, in conjunction with results of the pilot test, will be used to assess the need for stratification for future surveys by segment type.
